Assignment Description The World Bank is looking for a firm that will assist the Government of Georgia and National Agency of Mines (NAM) to add value to the existing information on mining potential of Georgia, to improve communication and stakeholder engagement and to strengthen the capacity to promote the sector and monitor mining activities. The specific objectives are to: i) Assist in digitizing existing regional airborne magnetic data; ii) draft a communication strategy for promoting responsible mining; iii) based on the communication strategy develop some promotional materials as examples; iv) provide training on good practices around the mining project cycle on a range of topics including managing social and environmental impacts. Provide information on the qualifications of key staff. * Mining Investment Promotion in Georgia Request for Proposals: Terms of Reference ________________________________________________________________________ I. Background and Context Georgia is a mineral resource rich country based in the Caucasus. It has a history of mining that for decades has helped to generate important revenues to the local and national budgets. Georgia-s mining sector is characterized by several significant deposits and investments in manganese, copper, and gold as well as small-to-medium size quarry operations, primarily marble and construction materials. In the last five years, renewed interest in Georgia-s minerals sector has emerged; it is estimated that 26% of exports are mineral-related (raw, processed, and semi-processed minerals). Georgia has also become a transit and/or processing country for gold, copper, and ferrous metals mined in other countries. It is estimated that up to 45 000 Georgians are employed in the minerals sector. Approximately 5000 mineral licenses are currently listed by the National Agency of Mines (NAM), of which roughly 2500 are for construction materials (quarry operations) and 2000 for groundwater operations. Current mining investments in Georgia include what can be described as 3-4 significant operations, some of which include value-addition processes (e.g., smelting, steel, power production, cement) and approximately 25 large scale metal mining or exploration licenses. Whereas the importance of the sector is rapidly growing, Georgia-s mining legislation still closely follows the Soviet era model. Existing legal and fiscal regimes as well as institutional arrangements are not attractive for investors, and environmental and social standards are insufficient. The capacity of the recently established main regulator of the sector, National Agency of Mines (NAM), needs strengthening. Geological data that cover a large part of the country exist but have not been updated and the existing format of data isn-t flexible for investors for further processing. In 2017, the Ministry of Economy and Sustainable Development through the NAM and with financial support of EBRD initiated the reform of mining governance. The NAM started a modernization process with the general aim to improve sustainability in the mining sector and boost investments. One of the key priorities is to support growth of Georgia-s GDP and rural development, by attracting investments in the mining sector. With some support from various international development partners, including the World Bank and the EBRD, NAM undertook a mining sector assessment, did some work on geological data collection and reserve estimation methods, analyzed the investment climate related to the sector, created mining sector development strategy and planning to review and develop new mining legislation and fiscal policies. The Mining Code is currently under development with technical support from EBRD. In parallel several amendments and development of legislation and sub-legislation covering environmental and social aspects are under development With support from the World Bank, an assessment of the current state of Geological Data was conducted in 2019. A background report “Mining Licensing and Geological Information Systems” was finalized in 2020 and several webinars were organized. II. Objectives of the Consulting Assignment The World Bank has secured a Grant from the Extractive Industries Global Support Multi-Donor Trust fund (EGPS 1), to support sustainable development of the mining sector in Georgia. In the context of this Bank-Executed Grant, the World Bank is recruiting a firm, or a consortium, specialized in both geology/mining and communication to assist Georgia in promoting its mineral potential and improve the attractiveness of the country for responsible investors. The specific objectives of this assignment are to: 1) Assist NAM in digitizing existing regional airborne magnetic data and developing an interactive map. 2) Develop a communication strategy for promoting responsible mining in Georgia. 3) Based on the communication strategy develop some initial promotional materials. 4) Provide training and study visits on good practices around the mining project cycle on a range of topics including managing social and environmental impacts. III. Scope of Work The consultancy will consist of five components, described in detail below: 1. The first component will be digitization of the existing airborne magnetic data to make them available for potential investors in a web-based format. ● Review and classify the existing airborne magnetic data maps; ● Digitize/vectorize the maps (the consultant might need to partner with a local firm); ● Prepare the map for disclosure and integrate it on the NAM website; 2. The second component will consist of work to develop a communication strategy for NAM to promote the mineral potential of Georgia in view of attracting responsible investors, as well as improve communication with the key stakeholders, including civil society. ● Develop a communication strategy that will emphasize responsible mining development; ● Closely collaborate with NAM and other related authorities and key stakeholders in the Communication Strategy development process; ● Provide recommendations on which channels can be used for promotion of the mining potential and responsible mining in Georgia; ● Provide advice on how to engage with other stakeholders including civil society and responsible mining companies based on the international best practices. 3. In the third component the consultant will assist NAM to develop initial materials in line of the communication strategy. ● Provide advice and support to improve NAM website and make it more attractive and useable by investors; ● Assist NAM to prepare relative materials to participate in at least one of the internationally well-known extractive-s forums. Provide recommendations how to present the country, invite attendances and attract attention of potential investors; ● Develop specific recommendations like for example a specialized “NAM news” channel (at least first three to five news should be prepared together with NAM) and produce an initial video in close collaboration with NAM. Prepare recommendations on the preparation of additional audio/video materials (e.g. podcast). ● Design and develop a brochure with key material that can be used during the implementation of in the communication strategy. ● Train NAM dedicated staff to be able to use above-mentioned tools for mining sector promotion in regular bases. 4. The fourth component will consist of training on geology data management, reserve/resource estimation and environmental and social impacts of mining and a possible study tour to one of the more developed mining countries such as Sweden, Kazakhstan or Serbia. Training should focus on key issues of relevance for Georgia, e.g. ● Geodata management ● Reserve/resource estimation using JORC and/or CRIRSCO norms ● Planning for dissemination of JORC or other norms ● environmental and social impacts; ● tailing dams management; ● mining and local content; ● mining waste management; ● mine closure and its environmental and social impacts. The training will be organized online if not possible onsite. The topics will be confirmed in the consultancy with NAM; ● Organize a study tour for at least 15 representatives of related authorities and civil society to a country (identification of a country should be based on criteria such as mining sector size similarities and development stage in consultation with the World Bank and NAM) where responsible mining can be showcased.
